Publishing Error

When I click on "Publish" I am presented with a dialog
asking for the address of the web site. I enter it and
click on OK. This brings up the following error message:

"Server error: FrontPage security violation."

I should be presented instead with a window to enter my
site ID and password... right? What's happening here?
