My navigation bar seems to be set up correctly. All of the hyperlinks show the page I want to go to. But when I do the web page preview, the navigation bar disappears.

If you're asking about Publisher, as the title implies, you're in the wrong
place. This discussion group is for the MS database product, Access.

Here's a way to find a Publisher discussion group.

http://www.microsoft.com/communities/newsgroups/en-us/

In the tree on the left, open English, then open Office and Desktop
Applications. In the Office and Desktop Applications
subcategory, find and open the Publisher subcategory. Find a group there for
your question.
 
This site is for Access, a relational database that is part of Microsoft
Office Professional.
