Published Folder Availability in AD

If I publish a folder in Active Directory, will that folder be locally
available on remote domain controllers/DNS servers to their respective LAN
clients? I'd like for a folder on the central office domain
controller/DNS/file server to be available locally to branch office users,
rather than using offline files.

Nope, it's just a link to the actual folder itself.

No. You should use DFS for a such solution if you wish to have a local
replica of a file system or folder at each location.
