Is there a way to either publish a public task list as a web page or export
as a file?
 
Is there a way to either publish a public task list as a web page or export
as a file, retaining it's view characteristics?
 
View it in Simple list view, add columns, do your grouping - using the
Field Chooser and Group By box (on Advanced toolbar)

Then you can print preview it - you'll get what you see when you print it!

The problem with that is that if the task has more than 3 lines of text in
the body, then anything beyond those first three lines aren't displayed.
Outlook doesn't have an option to display the full body in the list.
 
The best approach probably would be to write your own code to build the HTML
page you want to display, laid out exactly as you want it.
