Publish Emails Outside of Exchange

I am managing a design project and receive important pertinent project design
information daily that needs to be disseminated to the project team members.
Company policy requires us to archive all electronic correspondence we
receive from clients and subconsultants within the project subdirectories on
the project server. Due to the large number of emails that I receive and the
changes that occur during design, it would be much more effective and
efficient if there was a way to publish the emails where they reside within
the project correspondence subfolders (out of the exchange server) within
Outlook - Outlook would act as viewer for emails in *.msg format. Can this
be done without some heavy programming or with a plug-in? Any ideas on how
to manage the email volume would be much appreciated. I am using Exchange
2003 Server and the clients are Office 2003.

If this were the case for me, I'd create a PST on the project server and
store the messages there, opening the PST only when needed so that others
can open it, too.
