Public Folder Calendar and private items

We have a Windows 2000 Server with Exchange 2003. We would like to have a
public folder calendar for each user. Can this be setup to allow private and
nonprivate items. They want to be able to use this calendar just like the
one in their personal mailbox, but allow everyone to see the nonprivate items.

You mean a calendar folder in the Public Folders hierarchy? Those have no concept of "private" items. Users can either see everything or nothing.

Does the officecalendar program allow the mailbox calendars to be seen
publicly?

A person can share his or her calendar so that it's available to others.
