Public files not located in shared documents directory

I am using Windows XP pro. I have a new machine that I
transfered a secondary hard disk from an old XP machine.
Many of the files on the secondary drive are only
changeable by the admin.

How do I change the access rights on files without
copying them into the shared documents directory?

Right click the files/folders and select Properties and go the Security tab. Change the user/groups Permissions.

XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck Use Simple File Sharing. Now, when you right click on a drive, folder or file (on an NTFS partition) and select Properties, you'll see a Security tab. Here you can assign or deny permissions based on user name or user group membership.
