pst file locked

I was trying to import my Lotus Organizer file into
Outlook 2000. It seemed to be working then it stopped
responding. I ctrl-alt-del ended task, and tried to start
Outlook 2000. It would not start, it hung up. I did a
find for my pst file, and clicked on it to start Outlook,
but the message came back that a portion of the file is
locked. I can't start Outlook, or open my pst file. Can
anyone help?
 
Reboot your computer. (If the PST file is on a network drive, it may require
killing any open sessions to the file.)
 
Same problem exists after rebooting. Outlook stops
responding as its loading.
 
You didn't state if the PST was on a local or network drive, so i would go
with running the inbox repair tool (scanpst.exe) against the file and see if
there are any errors that need correcting.

If scanpst gives a clean bill of health, try starting outlook with the /safe
command line switch. (this will help determine if it is a custom view,
toolbar, or addin that is prohibiting startup.)
