PST File Import getting subfolders but not Inbox

I exported my complete inbox with subfolders to a pst file. On attempting to import into Outlook 2003, I get the subfolders but the inbox is always blank. Any ideas?

I am sure my way is not the best, but if in Outlook you go to file-open-"your file". You can then copy and paste your inbox into the pst file.
