PS Elements image retrieval

I don't understand why Photoshop Elements makes it so difficult simply to
retrieve a photo. In the current situation, when I go to retrieve the
photo, PS refuses to get it because it says the photo is in a catalog. But
when I go to the one-and-only catalog, the photo isn't there. How can I
bypass the "catalog" nonsense so I can retrieve the photo?
 
Right click on the photo file
Click on Open with on the opening menu and then select PS on the list.
Not the best way to do it, but will get you out of the jam until the catalog
nonsense is solved.
It would help if you tell us the version of Elements you have.

Version 4.0. I did finally get my photos to load. Your suggested method is
a mystery. I have no idea what you're talking about. What opening menu?
What list? Thanks for trying, though.
