Protecting a Form: Button Greyed Out

I have a doc with a protected form. I unprotect it and make an edit.
Now I wish to protect it again, but the protect button is greyed out.

Using Tools > Protect is no better, since the "Yes, start enforcing
protection" button is also greyed out.

Anyone know why or in what cases this button might be greyed out?
It seems a little wierd that a form that is already protected can't be
reprotected!

Got it - the doc was in "design mode". Once I turn that off (though I didn't
even know it was on) all was well.
