re-lock form in Word 2007

I am in Word 2007, using a form that I created in Word 2003. I followed Jay's
steps (from July, 2008) to "Check the box for "Allow only this type of
editing in the document" and set the dropdown below that to "Filling in
forms". Then click the "Yes, start enforcing protection" button."

However, the "start enforcing protection" is greyed out and won't let me
re-protect the form. How would I fix this? Anyone have any ideas?

If the document is a main document in a mail merge then the "Start
Protection" button will be disabled. On the Mailings tab click Start Mail
Merge and make sure "Normal Word Document" is selected.

Go back to the "Developer" tab.

Click "Design Mode" to get out of design mode.

You should see "Yes, start enforcing protection" un-grey. Click it.

Enter your password and click OK. Your document should be protected now.

If you need to go back and edit your form, go back to the "Developer" tab and click "Design Mode" again to get back into Design Mode. Just make sure you unclick it whenever you are done designing your form.
