Protected homepage error

I work for a bank, and we have an issue with spyware. It
sets the default homepage, and won't let you change it.
The error states that it is a protected homepage and can
not be changed.
Any thoughts would be appreciated

run spybot from safer-networking.org and scan
run ad-aware from lavasoftusa.com and update and scan
now in ie tools,options,advanced,uncheck both'install on
demand',apply. and in there too, if spyware is not letting
you to anti spyware sites disable third party browser
extensions.
also toolbar.google.com basic install to stop
popup,,,,,,,but then again you should have a firewall
,shouldn't you?????
