Proposed changes can't be deleted or accepted

Here is the problem our users are running in to with Outlook 2007 on Vista.
I'm going to make up some user names so this makes more sense.

Joy creates a calendar event and sends it out to several recipients.
Everyone accepts the event.
Then one of the recipients will propose a change of time or place.
Joy gets the proposed change.

Two things happens at this point...
1.) The original event disappears from Joy's calendar.
2.) The proposed change appears in the calendar, but it cannot be accepted.

Joy can't cancel the original event (because it has disappeared from her
calendar), so she...
1.) Has to request everyone delete it from their calendars.
2.) Delete the proposed calendar event from her own calendar.
3.) Then she has to create a new event with the proposed changes.

I presume this is not how the calendar is supposed to be functioning.

Is a specific user action creating this problem? Or is this a known bug?

In addition, this problem doesn't occur cross-platform between Mac and PCs.
Second, the issue only arises when a recipient outside of our e-mail address
domain proposed a change (ex: we're @company.com and they are
@someothercompany.com).

Any suggestions?

A few users are about to go nuts dealing with proposals that can't be
accept, and having disappearing calendar issues is really adding to the mess.
