After the replacation is done with both domain
controllers. How do I transfer all
FSMO roles to the new server and transfer any services.

All five fsmo:s can be transfered using ntdsutil

if you prefere GUI:
Active Directory Users and Computers can transfer PDC Emu, RID, and
Infrastructure. Active Directory Domains and Trusts can transfer
Domain naming master and schema Admin can transfer schema master (only
available after registering schmmgmt.dll)

To transfer the FSMO roles use either of the methods documented below:

As far as the services go you would need to specify which ones you want to
