Promote DC to Global Catalog Server

I recently had a DC drop from the domain and now I am
getting a messsage when I try to add a new account not
being able to add a new account because it "can't
guarantee account uniqueness because a Global Services
Catalog can't be found".

How do I (can I)promote a DC to be a GCS without the
original GCS server?
