Prohibit users from saving to the hard drive

I am trying to stop users from saving to the hard on a laptop running XP Pro
that we loan to guest. There are 2 accounts on the laptop the administrator
and the guest account. While logged in as admin. I enable the user
configuration\ windows explorer\prevent access to drives from My Computer
policy for the C drive but it only prevents the administrator from saving.
This prohibited me to save while logged in as administrator but I was still
able to save under the guest, which is the total opposite of what I am trying
to make happen. I also want to clear cache information upon log off without
deleting the profile. Please help, I have been trying for 3 days to find
this answer. I also tried this suggestion. I would also like to perform the
same thing on a laptop that is running XP Home Edition, but from what I
understand XP Home Edition does not have the gpedit option.
