Programs will not start.

I have a problem where when I run a program, and there are a few that do
this on my system, the cursor will change to busy for a few seconds, then
back to normal. If I check the Task Manager, the program is there, but I
can't get to it.

What's going on and how do I fix it? This never happened b4. This is a new
install of XP on a new HDD.

WinXP SP1.
 
You could try to end the process of all the instances of
it in task manager in processes and then try to open it.
It might fix it.
