A big slowdown in response to the launch of a new program.

Quite often, my computer has a big slowdown in response to: a) the launch of
a new program, and b) the activation of windows running program, c) change
the page in Google Chrome. Sometimes this slowdown is more then 1 minute. I
see that there is almost no CPU usage at this time (in my CPU Usage Monitor
window). But at this time the access HDD lamp is on.

Does this mean that the delay is caused by an appeal to HDD?

How to get rid of this defect?

System is WinXP SP3

CPU - Pentium(R) Dual-Core CPU E5200 @ 2.50GHz

HDD - WDC WD10EADC-00L5B1 1000 GBytes SATA-II

WDC WD3200AAJB - 56WGA0 320 GBytes ATA

The second HDD is only used for storing images of the first HDD (from
Acronis).

IS acronis running during the slowdown? Your anti-virus and/or anti spyware
program could be doing a scan, or just scanning the files being transferred. If
your RAM is too small, it could be just pounding the swapfile.

What happens if you move the swapfile to the second drive?
