programs not showing up in Start Menu "all programs"

My son is having problems with the program list not showing any programs.
They are in the computer if he goes to My Computer etc. But when he uses the
Start Menu they are none in the "All Programs " area.
Any ideas?

did another user install the program? I have programs give you the option to
only install for "me" or for everyone.
