Programs menu

I am having a problem with the programs menu. when I right
click the menu does not come up...I can't delete or sort
by name. I looks like it wants to come up but doesn't. I
have windowsxp home sp 1 with all updates.
 
Right click the Start button, select Properties, Customize and check Enable
dragging and dropping.
