Programs freezing in start menu

I am using Vista.
I am having problems with my start menu, the main programs are okay but the
drop down menus freeze and don't highlight. I tried restarting explorer and
that works for a moment and then it flickers and freezes up once again.
Anymore suggestions would sure help, thanks.

Go to System Maker/Motherboard Maker - Video Card Maker
and update ALL drivers - particularly Video and and Hard Disk
Drivers.

Does this happen even after boot when you are running no
programs other that those in startup. Antivirus? Spyware?

If no joy check for Running Programs Conflicts using Task
Manager and Windows Defender's Processes.

Yes it happens after boot when there are no programs running. I am using
Norton 360 antivirus.
