Programatically Create POP3

Hi all,

Is there any way I could programatically create a pop3 account in outlook
2002/XP/2003?
I am the I.T. professional for this company and we are planning to switch
our hosting company.
In order to ensure that no e-mails will get lost in the switching process I
want to have outlook
check on both servers until the name server changes propagate trought the
internet.

I cannot have each user setup his/her own new account and then delete the
old one and I really do not want to go to each machine and do this. Very
time consuming.

Any help would be greatly appreciated.
