Program to restrict resource of some software?

Is there any software for XP that you could tell to not allow another bit of
software to grab all available processor time?

I want to stop a screenreader from glitching the sound as it tried to update
the screen. It seems that it momentarily grabs all processor time and this
causes the sound to stutter when playing wavs in a sound editor, it really
would not matter if the graphics slowed a bit.
