Anything an admin (or power user) installs will be available for other users (unless the setup program asks). Anything installed by a User is available for that user only.

That is *not* my experience on XP Home. Any program that any normal
user installs is available to *all* users. I know there's a way in XP
Pro to restrict a particular program to one or a few users (there are
programs on my XP Pro machine at work that I can't run, but
"authorized" folks can), but I don't know whether such things are
available in XP Home.
