Start with some routine maintenance: Disk Cleanup and then Defragmenter.
Check the virtual memory settings and choose to let the system manage
it. Select Start/Run command/type: msconfig [OK]/Select the Startup
tab. Review each startup item and uncheck those that are not necessary.
Use this site to help with identifying the startups and their functions:

As a test, you can try removing all of the menu/display enhancements
that slow performance: [your problem might prevent being able to
accomplish this] Right click My Computer select Properties/Advanced
Tab/Performance button/Select Adjust for best performance. The display
will look terrible, but it will allow you to free up background
operations to see if there is an improvement in the problem issue.

How much RAM? 256MB is minimum, 512MB is optimal. Too little RAM cause
cause unpredictable OS behavior. If the previous suggestions help,
insufficient RAM might be the problem.

Check Event View logs for warnings and errors in hardware, particularly
HD write errors. If you find repeating errors or warnings for hardware
(not services, these are expected), then those must be corrected.

Report success or failure to cure the problem.

Q

I have done routine maintenance i.e cleanup and
defragmentation without sucess, but when i tried "adjust
for best performance " through properties of my computer,
there was no problem openning programs from flopies or
cd's.
however, when i restored the system as it was the same
problem still existing.
can you suggest any thing to solve the problem for good.
regard.
