Program is not responding

My computer freezes up and the programs stop responding. It seems this only
happens when I'm in Outlook Express 6, not when I'm surfing the web. The
icon for my dial-up connection(in the task bar) disappears, too, although I
must still be connected as I can send an error message to Microsoft. I can't
close any open programs by clicking the X, nor can they be closed by using
the task manager. Trying to shut down or restart doesn't work either. I
have to manually turn off the power button. I'm running Windows XP on a Dell
Dimension desktop; have anti-spyware, anti-virus and am current with all the
updates. Help!!

In xp open event viewer,scroll to an event/warning for OS details.Click on
the url,this opens kb help/support in xp,usually with a fix.

Thank you for your response. There was no error or warning in the System
event log for the date of the last "freeze". There was warning in the
Application log stating: This is often caused by services running as a user
account, try configuring the services to run in either the LocalService or
NetworkService account.
What exactly is LocalService and/or NetworkService accounts?
There were also errors in the Application log about "application hang".
Please keep in mind that I'm not too computer literate!
