Program Icons don't work

I am working on a friends computer and all of program shortcuts do not
respond (no error message...just nothing happens). The program can be
launched by going into Run, Browse, Desktop, run program and it asks to run
as User or Administrator. We have tried logging as administrator, User,
Guest, none work. He says it started right after he ran NortonWin Doctor but
I don't know if that's related to the problem. Any ideas would be greatly
appreciated.
