program icon suddent show empty

Does anybody know what happen? When press start, program, it show empty. All icons are disappear. These happen at W2K Pro, W2k SVR and WIN XP. The only way is to re-installation. All PC get latest AV and firewall protected

The problem suffer me for nearly 2 years, I get no ideas. Please give me a hand

Somebody is deleting the contents of the start menu>programs folder in your
profile.
