Program "hangs" and shutdown and logoff XP sp3

My machine is running WinXPsp3. Everytime I logoff or shutdown, my antivirus
programs "hangs". A menu appears-Symantec Antivirus-End Now and a progress
bar runs across about half way before it logs off or begins shutdown. Not
sure is this is a windows issue or service or software? Any suggestions?

Compatibility problem
Upgrade your Norton version to 2008. You will have to uninstall the old
version to install the newer version.
