Program error on Windows startup

Been having a problem lately when Windows 2000 Pro starts up, when the
desktop is displayed, I get a program error:

mqsvc.exe has generated errors and will be closed by Windows

You will need to restart the program

An error log is being created

Nothing relevant in event viewer, where whould this error log be located?
What is mqsvc and what does it do? How do I fix this problem?

Thats all well and good, but nothing there tells me what is actually
causing the problem, the fix, judging by what I read is to disable the
process. That's a no brainer, but it still would be nice to know what the
problem with the process is.
