Program access

Windows XP pro -- I install a program on my desktop and other users on computer cannot access them. I have given them admin priv. and they cannot access even by trying in the program folder. I have dropped it in the shared folder and the icon will not show on their desktop but it will on mine, they just get a program shortcut icon. Any help greatly appreciated
