Clone/Duplicate user

I'm using XP Pro (SP3) and would like to create two users with identical
capabilities and desktops.

Is there a way to clone/duplicate two user account (except passwords) with
the same settings, folder access, programs, and desktop icons?

I don't know what "identical capabilities" means.

The All Users account contains, among other things, desktop icons, Start
menu entries and Favorites that will be included in every user's account.

The Default User account includes basic settings that apply to every
user account:
