How can I set a workstation up so that the following is set no matter who
logs on:

Windows Theme = Classic View
Windows Start Menu = Classic View
Control Panel - Classic View
Display Properties - Fade Effects OFF
Windows Explorer - View DETAILS for all files and folders

I set this up and have tried to play with the Group Policy but I do not see
these types of option. so everyime a new user logs in they are presented
with all of the XP fluff.

Can it be done?

If XP Pro you can use Group Edit...
Start | Run | Type: gpedit.msc | OK |

Navigate to >>>

User Configuration\Administrative Templates\Start Menu and Taskbar\
Force Classic Start Menu

User Configuration\Administrative Templates\Control Panel\
Force Classic Control Panel Style

User Configuration\Administrative Templates\Control Panel\Desktop Themes\
Load a specific visual style file or force Windows Classic

Look around a little.

Double click each item and click the have a look at the Explain tab
