How can I increase my processor speed in windows xp?

It is a Pentium 4, 3.06Ghz but it is only running at 1.6Ghz. How can I
maximize its performance - thats why i chose it after all.

How do you know it is only running at 1.6GHz?
I would suppose by the post screen when you turn on the machine?
That's not XP - that's BEFORE any operating system.

Get your user manual out or look up the motherboard on the Internet and then
go into your BIOS and follow the instructions to properly setup the
processor.
