hi,
i have a laptop, win xp, P4-2.66 gig, 1 gig of RAM and i've had a problem
for a few weeks now: whenever i start a program which requires 3D
acceleration (games, winamp...), after a couple of minutes my procesor goes
down to 982 mhz...
i have all the latest drivers, updates, antivirus, spywares, etc so im
wondering if this would be a hardware or software problem?

Check the fan(s) on your laptop. First check to see if the fan is
running and then make sure the intake and the fan exhaust openings are
not blocked or clogged. I suspect your laptop is getting hot
especially when running accelerated graphics and the protection
circuitry is slowing down your CPU in order to keep it from burning
up.

No, I think CS is right-

unless your laptop was SPECIFICALLY designed
to game with (like Fragbooks) it's gonna be unhappy
when you push it that hard...laptops in general are
considered business/productivity tools and are designed
as such...

As an experiment, try setting it up off the desk with
some kind of blocks at each corner (Legos come to
mind) to allow better air circulation and playing your game.

I've got an ATI 9000/64 meg so it is intended for gaming...nothing is
clogged but i did notice that one of the 2 fans (the one on top) stops
occasionaly, it doesnt run all the time...could this be a hardware problem
then?
thanx for your help !
