proccessor incorrect

my bios and windows have recently started reading my procesor as a 1500+
instead of the 2200+ ive have had

this is running on a via msi 8x
i have 3 hard drive a sata 250 wd
a maxtor 60 gb ide ultra dma
and a 20gb segate ide

then i also have three cd drives
16x lite on dual layer burner
16x dvd rom
and 52x burner

all these work fine i also have a zip 250 internal
this is alot to run so i recently upgraded the power supply from a 350watt
to a 550watt

i take this is a power problem even after upgrading though its still hasnt
worked
in my ami bios i couldnt find a high velocity frequency thingy
while i added my dvd writer the jumper had been bumped off reseting my bios
i reconfigured the bios but stil have this slow processor speed the most
confusing part is its reading it as a 1500+ changing the whole name not just
the speed

i relized while running these hardware all 7 while running my 2 lights a
cold cathode and blinking floresent with 7 additionall fans a slot cooler 2
80mms and 3 40mms

now even while these are all deactivated it still stay this slow


also while i run any majorly heavy on the temporary memory kinda program it
goes to a good ole' blue screen of death

says irgl_not_less_or_equal

now this lead to many problems i dont have a logitech mouse my grahics card
is literally brand new runs perfect and i have 512 ddr pc2700

i have a windows xp sp1 sp2 wont work its a legal copy ive heard also bugs
in sp2 so i decided not to download it too

from my perspective i plan to reformat and install 98 it is the best but id
like to just fix the processor because im likeing xp

id really appriciate any help anyone could give me

personally i think the 250gb sata is draggin all my power and is causing it
all i havent tried removing it and booting

also the network card stoped working after my reboot last
this thing is full of problems

Your problem is that when you have resetted your BIOS, you did not re-set
the Front Side Bus (FSB) speed correctly to match the what the processor
requires to run @ 2200+.

The AMD 2200+ normally runs at about 1800 GHz. The AMD naming convention
can be confusing. Instead of being descriptive of the processor, it tells
you that the CPU will perform at a level that is about equal to a P4 2.2.
Another example: I run a 2800+ (2.08 GHz).

Since the change in id was recent, you may want to check your BIOS
settings. Perhaps "Load Defaults" was reinstated, where before you were
running with customized settings?

after i flashed the bios it worked fine as a 2200+
i still had to change the fsb to 133 it stay default at 100
i overclock my amd i did know that it runs at 1800 i am a indept computer geek
nothing to brag about but i just dont want you to think im n00bish
i overclock about 1900 average but i can run it at 2100 with a water cooling
system

No problem, Matt and am glad to hear that you have this sorted. Also thanks
for letting us know how you fixed this (BIOS update and change in fsb
settings).
