Is there a patch that I can download from Microsoft that will correct the
issue with not being able to reply to email through web access

If you mean Outlook Web Access, yes there is a patch, but it's for the
server:
You receive an error message when you try to perform any editing tasks, or
you must click to enable the compose frame in Outlook Web Access
