Problems with Update 831167

I have had the same problems as others have noted in
connecting to secure sites using IE. I downloaded update
831167, which I thought was supposed to address the
problem. However, when I try to install it, a dialog box
comes back saying "The software you are installing has not
passed Windows Logo testing to verify its compatibility
with Windows XP. This software will not be installed.
Contact your system administrator." A few seconds after I
click OK, a dialog says that the update has been
installed. However, I still can't get on to secure sites,
(and I've tried numerous other suggested steps).

Any solutions? Thanks!
