Problems with the icons

hi everyone i am new to this forum and computers as well but i am havin
a problem with the icons on my desktop. Everytime i would right clic
the screen flashes and then nothing happens. Plz help me out. thank yo
very muc
 
When you double click on a Desktop Icon does it open a Program or still
only flash?
