Problems with permissions

I have a user using Excel 2003 on Windows Xp pro. When he opens an Excel
file the message "Excel cannot access the 'file name here'. The document
maybe read-only or encrypted." If I make him a power user the message does
not appear. We do not want anyone to have install permissions so we do not
want him to be a power user. Any suggestion?

Look at the permissions of the file/directory: allow the user or group
he/she belongs to read/write

I gave the user all but full control on the hard drive, and that has seemed
to fixed it.. We have another machine with the same setup that we didn't
have to do anything to it and it works fine. The permissions on te hard
drive is just a band aid for now.
