I have a user that logs in with Power User permissions and one of the
programs he uses is giving him errors that the software vendor is saying
refers to him not having write permissions to the root of C: and another
location. I am wondering if there is a program out there that can watch and
tell me where this application is trying to write to so I can give him the
proper permissions to these folders on the system.

Windows user account permissions and NTFS permissions are separate. You
may have permission to run the program with Power User credentials, but
if you don't have write permission in the root of C: (which is fairly
common for users with restricted permissions) it's not going to happen.

Yes I have changed the NTFS permissions to the root of C: for this user so
that they do have read/write permissions. Still is not working.
