Grant a user the rights to start/stop services

Hi,
right now i'm trying to make as secure as possible a Windows XP Pro SP2
box. So the user is only User which is fine. The problem is that i need him
to be also able to start/stop services. So how can i delegate rights to that
user to do just that without giving him administrator permissions ? And it's
a Windows XP SP2 alone, no Active Directory here.

You could create a user group if you don't have one already - XP comes with
several groups, but I don't recally if there's one that can work on services
only - that has permission to do what you want, and then add your user to
that group. That's better than trying to assign right to the user - if you
ever want to revoke the right temporarily, or need more people to have the
same right, you just add them to that group or delete them from it.

Unfortunately, I don't know how exactly to set up a group that can just
switch services on/off, but maybe somebody else can. Or experiment a bit.
