assign rights to stop & start services

Hi,

My problem is we are running one software (take ex: VNC etc) running our
machine. No user has admin rights to the system.

But i need them to start or stop the services (ex: VNC4) without admin
rights. This is need for only specified services not for all services.

And also the user be able to kill the task list for the particular services
in task manager.

Help me to solve this

I don't think this is possible. Why do you need to do this?

the service which need access is like VNC service, for that particular
service stop and start action i dont want to give admin rights to all users.

pls. suggest good idea.

No - why can't you just leave the service running all the time, if you need
it to run at all? Why do you need it to stop?

i need to give access to all users with full rights to particular software
only thru ACL. Is there is any possibility pls.

The need is some times they cant able to logout or restart if some licenese
software is running background. so they need to stop and logoff or restart
system.

I don't understand. A running Windows service shouldn't stop them from
logging out.

I don't know how you can give a limited user the right to stop an individual
service. You could use a batch file with one of the third party runas apps
that doesn't expose the credentials used, I guess. But I'd have a problem
with any software or service that didn't let a user log out unless a service
was stopped, and I'd take it up with the developer.
