problems with obtaining a correct IP address

I have a PC running windows xp pro which has been working great using a
wireless adapter going to a router and then out through the cable modem to
the net.

It has stopped obtaining a proper IP address. every time it loads it gets a
private ip address i have checked all the settings and am still unable to
obtain the correct ip address. I tried plugging in a cable to the network
card instead and hard wiring to the router. I am still not getting the
correct range of IP's and it always gives itself a private address. Can any
one shed light on whay this should happen and in doing so stop my kids from
nagging me every day to get on the net!
 
what do you mean "it always gives itself a private address"? you mean 169?

yes it assigns itself 169.254.197.89 with a subnet mask of 255.255.0.0
