problems with internet connection

the Local Area Connection is enabled, shared and
firewalled.
there are packets being sent continuously, but the
receive is always 0.
i phoned my ISP, and was asked to do a "repair" on the
connection. an error message occurs saying something
about "no arp" (i'm not too sure, because it's in
chinese, but something that has to do with ARP)

Hi.
The address resolution protocol (ARP) is a protocol used by IPv4, to resolve
Network Addresses.
They are trying to tell you that it might be that your computer's Network
configuration is not valid.
Start with looking at the Local network Connection and make sure that it is
configured at the default configuration.
Connect your computer to the Modem (using the cable that came with it)
Firewall Off until you get connected.
