problems with Internal Hard Drive in Enlcosure

Bought a Cintre CI-33OU2 USB 2.0 HDD enclosure (supposibly is Plug & Play)
And a Western Digital 160GB Caviar SE EIDE Internal Hard Drive to put in
enclosure
My Dell Inspiron 5150 Laptop won't recognize the USB connect AT ALL. The
Hard drive doesn't show up anywhere. I do run Windows XP with SP2.
How can I get the computer to find and install the device?
PS- any help is appreciated

Both drives come from the mfg in a "raw" state,you might download wdc MS-DOS
utility to a formated MS-DOS floppy,boot to the floppy,run the tests.You
could
also,boot to xp cd,recovery,press 1 for C: press enter for password,type:
DiskPart In DiskPart all hds are listed,create a partition on the new
hds,press
ESC key when thru,type:FORMAT E: /FS:ntfs E: being one of the new hd
letters,
once formatted,type:EXIT

The Cintre CI-33OU2 USB 2.0 HDD enclosure requires drivers. If XP doesn't
install it you have to do it. You should have got a disk with it. If not go
to,

To the best of my knowledge no drivers are necessary for your USB external
HD when used in an XP OS environment. Drivers are necessary for Win 98. But
you may want to check with the manufacturer of the USB enclosure to
determine if any firmware updates have been issued.

In the meantime, here are some troubleshooting tips re these all-too-common
USB non-recognition problems...
1. Access Disk Management (Start > right-click My Computer > Manage
Computer Management > Disk Management) and see if the USB device is listed.
If so, but there's no drive letter assigned to the drive, see if you can
assign a drive letter to the device.
2. If the USB device is listed in Disk Management with an assigned drive
letter, right-click on its listing and select Explore from the submenu.
Hopefully, Windows Explorer will open and the device will be listed.
3. Connect the USB device *directly* to a USB port on the computer, not via
a USB hub. Try different USB ports should your computer have multiple ports.
4. Avoid using a USB extension cable.
5. Try alternate powering on/off methods. Try booting up with the device's
power on, then try powering on only *after* the system has booted to a
Desktop.
6. Try a different USB cable.
7. In the USB controllers section of Device Manager, uninstall all the USB
controllers listed and reboot.
8. If the device in question is HD which you installed in a USB enclosure,
jumper the USB external HD as Master (or Single if the HD is a Western
Digital disk). A number of users have reported that jumper configuration
corrected their non-recognition problem. In my own experience it didn't seem
to matter how a USB external HD was jumpered. But it may be worth a try.
9. If the device in question is a USB external HD, first check out the HD
with the hard drive manufacturer's diagnostic utility. If it checks out OK,
and you can remove the HD from its enclosure (without voiding any
applicable warranty), do so and install the HD as an internal HD to
determine if there are problems with the drive.

Are you sure it's powering up?? I bought an enclosure of a different brand.
Had a bad AC power adapter. Wouldn't show up, so I checked the adapter and
it was defective. They sent me a new one and it works fine now.

Make sure the Hard Drive is jumpered as Single, that is the way the WD drives work
