problems with FTP

I am having problems with my desktop PC using My Network
Places to set up an FTP connection to my ISP. I have
been able to in the past, but now it won't let me. (I had
to reinstall everything after my computer was infected
with the Blaster worm.)

I am able to enter the correct FTP address through the
set-up wizard and it gives me an icon in My Network
Places, but when I try to connect to that address it
says "operation timed out". I have redone that
connection so many times, thinking that perhaps it was
just a small glitch and would clear up, but it's NOT
working and it's driving me nuts! I cannot access my
files on my ISP at all because it keeps timing out.

Does anyone know how to fix this problem??? My OS is
WinXP. I am also running Norton's Security on my desktop
PC, and I have tried disabling it to see if it clears up
the problem. It hasn't!

(Note: I am able to connect to the FTP via My Network
Places on my notebook computer - OS is WinXP - without
any trouble. It is just my desktop PC that I get
the "operation timed out" message)

If anyone has any advice or suggestions, I would greatly
appreciate it. I am at wit's end, as I use my desktop pc
to work on my website - and now I can't even access the
FTP site through it! :(

I'd try toggling between active and passive mode.

Internet Options | Advanced tab;

Look for Passive Mode option.

I believe I tried that, but to no avail. I'll give it
another shot, though.
