windows xp 2003, explorer 7(i just uninstalled 8, hoping that was the
problem) I can ping my gateway and dns, but I time out on the IP of the
computer. Nothing has changed, when I ran a diaganostic scan, it reads that
it cannot connect FTP? Settings match other computers here, what am I missing?

I would check the windows firewall first. If the firewall has correct setup,
try clean boot. This how to may help.

Internet started right up in safe mode. What is my next course of action?

It appears that something that runs in normal configuration but not in
safe mode is blocking you. Chances are it's an overlooked firewall. If
you can't figure it out by looking at the processes running in Task
Manager, follow Bob's link to "How to run Windows OS with a clean boot."
First disable all of the startup apps in Msconfig, just to make sure
that this configuration permits you access. Then narrow the suspect
list by disabling half at a time. It's a bit tedious, but you should be
able to determine the culprit that way.
