problems with different user types and functionality

I created two users with different rights within XP Home edition.
parent with administrator rights
daughter with user rights

I installed the scanner en webcam (both USB) on my account and it works
perfect.
when I log in as my daughter they both, scanner as well as webcam, doesn't
work, and I receive 13 error messages. No description or explanation only
the message : "error". When I give my daughter also administrator rights,
the problem is solved.

When I give her the user rights back I get the "error" messages back.
The scanner is a HP 5300C scanner, webcam is a Logitech Quickcam Pro 4000.

Basically I want to give my daughter user rights but I also want her to be
able to use the scanner and webcam.
What can I do to give my daughter user rights/authority and have the scanner
and cam work on her account.

Boot to Safe Mode (f-8 on restart) and rightclick the device icon, to use
Properties/security/Permissions button to allow read access for that user.
